Controlling and Management Nowadays, administrative organizations have different and improved management systems than they did ten years ago. The planned introduction of private-sector accounting systems (2015 Austrian Budgeting and Accounts Regulation) will still lead to a paradigm shift. However, the benefits of controlling in public administration situations often fall short of expectations, as often reports are not based on leaders’ actual information needs. The communication and derivation of measures fall short in practice amidst the mass of reports. Principles of Systemic Controlling In most cases, the applicability of controlling and other management systems is not usually decided on a purely technical level – increasing acceptance and usability is just as much an organizational development project as it is a technical project. The first step, therefore, is to analyze the decisions that are critical to success and to derive the need for information from this, as well as to measure the actual state of the controlling systems against them. It may also be about learning from experiences in a bench learning process. Last but not least, it is essential to adjust the existing systems to leaders’ requirements as precisely and quickly as possible. Less is More The result? Uniform and compact (controlling) systems. These systems are characterized by the fact that they touch the organization’s “nerve”, while being highly accurate and effective in use. The IT issue is of secondary importance here behind the fulfillment of leaders’ requirements. This almost always leads to a need for new forms of communication within the planning and reporting divisions which are action-oriented from the outset.
